Two independent levers per person. Platform decides whether they can build playbooks; methodology decides whether they can open the protected methodology page. Either can be granted or withdrawn on its own.

Methodology access
Who may open /rnes-methodology.html. Approve the email address first —
the reviewer does not need a platform account, and does not need one afterwards. They sign in at
the gate with Google or an emailed link, and the page opens only if their verified address is on
this list. Revoking takes effect on their next page load.
